Purpose

The Committee makes good-faith governing decisions for the Minnesota Handball Elite Series.

Membership

Committee members may be persons and/or organizations. Each contributor to the pool of prize money is considered a member and has a voting share within the Committee proportional to their whole-dollar contribution (exceptions: maximum share [$500], Coordinator share [$501 to $880]). Contributing by November in a given year entails membership and voting privileges for that November's annual votes (Rule changes, Coordinator election) as well as any special votes called between said November & the following October. While contributions afford membership for the following year (said November through October), they are added to the prize pool, and subject to the Rules, of the current year (December through said November).

Roles & Responsibilities

Each member's communications and votes within the Committee are officially conducted using a single email address of their choosing. Members are responsible for monitoring their email accounts and communicating through them in timely fashion.

The Coordinator, a presiding member elected by the Committee each November, begins a one-year term the first day of December and has the following privileges & responsibilities:

  • a one-month membership extension to complete term
  • a minimum voting share equivalent to $501 (with or without contribution), or a share equivalent to actual contribution up to $880; in case of a tie among voting shares, an additional deciding vote
  • contributing to the prize pool such that the minimum $1,380 is achieved
  • tracking and updating Elite Series content on the web and other communication channels

    • other content as appropriate
  • calling for and counting votes
    • proposed changes to the Rules (November)
    • election of the Coordinator (November)
    • special votes (any time of year)
  • sending timely email confirmations to every member of their prize pool contributions and vote submissions
  • distributing prize money to eligible players*
  • relinquishing all necessary knowledge and controls to a succeeding Coordinator*
  • other administrative and executive functions as appropriate*

*May occur after term has ended.

Votes

Annual votes (Rule changes, Coordinator election):

These are used to decide how the Elite Series should proceed for the following year and require a simple majority. They last the full month of November but may end sooner if a simple majority is reached. Rule change proposals and Coordinator nominations must be submitted to the Coordinator before annual votes are called and may only come from current or incoming members. The Coordinator must call for annual votes the first day of November.

Special votes:

These are used to make mid-year changes to the Elite Series and require a super-majority of two-thirds (exception: simple majority for a special Coordinator election if the current Coordinator is unable to serve). They conclude two weeks after they are called or sooner if the required majority is reached. If called less than two weeks before November, a special vote is only valid if the required majority is reached before November. Any mid-year change from a special vote is confirmed or rescinded for the following Series year by a simple majority as part of the ensuing annual votes.

Voting parameters:

  • The Coordinator calls for all votes unless they are unable or, specifically in the case of annual votes, unwilling to do so. In case of such inability/unwillingness, any member may call for a vote via email to all current Committee members.
  • Any whole-dollar amount may be contributed into the prize pool, but the corresponding voting share may not exceed $500, with the exception of the Coordinator's share ($501 to $880).
  • Voting is not private: each member's email address, voting share, and vote selection(s) will be disclosed to all other concurrent members and may be shared more widely.
  • Ranked-choice voting (RCV) will be used for any vote with three or more options.
  • No minimum participation is required to achieve a quorum.
